As noted here earlier, Richard Miniter's new book details how the Clinton administration declined to deal with Osama bin Laden. Prone to inaction, numerous diplomatic and legalistic niceties always took precedence in the minds of their national security team. Now The Washington Times is running excerpts in four parts.
